Foreword
Welcome to the 2007 OGC Annual General Meeting. This meeting, set to last
approximately two to three hours is intended to create a transparent forum for defining all
of OGC's policy both past, present and with a look to the future, whilst putting it in an open
recorded forum. The AGM will move from general OGC policy through to specific areas
such as events and rules discussions.

OGC Policies as of 27/11/04 for OGC year March 1st 2004 February 31st 2005
All items covered by OGC Policy must be obeyed at all times lest the offending members
membership come under critical review
1- Respect to OGC
.1 ~ Club policies should be upheld at all times and OGC decisions and over rulings are
final.
.2 ~ The OGC site should be given up most respect, asinine behaviour is inexcusable and
damage to the site is unnecessary and intolerable.
.3 ~ If attending an event, members must be punctual and notify OGC prior, if attendance is
cancelled.
.4 ~ Use of illegal substances is prohibited and alcoholic consumption should be limited and
used appropriately.
.5 ~ Events related to OGC held away from the site should be notified to the club as soon as
possible
2- Respect to Members
.1 ~ Other members should be given up most respect, offensive behaviour both physical and
verbal, and racist or sexual, out of context is a major offence.
.2 ~ Members roles within OGC and their authority should be respected at all times.
3- Property
.1 ~ Other members property should not be handled unless permission is given by the
owner; this includes properties in possession of OGC.
.2 ~ OGC materials should not be taken from the site unless they are approved and signed
out by a senior member.
4- Respect to Games
.1 ~ Game rules should be respected and exotic abuse of the rules is an offence.
.2 ~ Local rules are in place in OGC and should be reviewed by a member before they
participate in an event.
5- Liability with regards to the club
.1 ~ OGC is not responsible for members or visitors who injure themselves upon OGC
property. While up most care is taken to ensure everyones safety while on OGC premises,
OGC or any of its members cannot be held responsible if someone should so injure himself
or herself.
.2 ~ OGC is not responsible for property left on the premises. Members wishing to leave
items of their belonging do so at their own risk. While up most care is taken to ensure
security, OGC or any of its members cannot be held responsible if property is a victim of
theft or damage.
6- Representation of participants
.1 ~ The agreement of the legislation detailed in this article is given as a verbal one and has
been so since the founding of the OGC. Members participating in any recognised OGC
events definable by acknowledgement of the Captain or a Senior therefore agree to be
featured in any OGC productions.
.2 ~ Participants in OGC events can be featured both in writing and images in any OGC
related productions
.3 ~ Personal details of a participant or anything with which a participant wishes to be
omitted will be done so at the discretion of the Captain or a Senior. OGC will not publish
specific contact details of a participant without their prior agreement. In addition particular
images or text can be omitted at request in certain circumstances.
~ OGC will repeal almost any information regarding an event participant if they
decide to appeal to the board. However the decision of the board (be that Captain
and current Seniors) is final.

Event Motions
1 Lord of the Rings Tournament
Another event off the back of the "Capture the Ring" event in September 2006, I propose
a weekend set aside in September for LOTR gaming, with 500pts per side. Any interest?

2 - OGC 10th Tournament Celebration - COSPLAY
Seeing as next year will be the 10th OGC tourney, we need to make arrangements to celebrate the massive
achievement. A cosplay (fancy dress but a lot more 'cult' stuff like going dressed as computer game
characters etc.) would be my first choice.

1 Warhammer Fantasy rules
Given the nature of the previous Tournament and the poor performance of Fantasy game in
OGC stats (ie it is never played!), this motions rules that the Fantasy Tournament should be capped
to 1,500 points, to both speed up games and potentially make them more enjoyable, eliminating the
element of rare choices and lords.

Warhammer 40,000 motions
1 Assault Cannon Damage
Given the power and ability of the assault cannon to cause damage outside of its typical
targets, ie vehicles, this motion proposes that the assault cannon have its damage reduced to D6, to
reduce its effectiveness against vehicles whilst maintaining its effects against infantry, and also to
bring it into line with the rest of the auto-cannon family

2 Space Marines Vs Space Wolves
Seeing as the wolves are better than marines for (in a lot of cases) less points, should we
actually increase their points where relevant (characters in particular are the main ones
here).

3 Psychic Phase 1
A 'remains in play' power can only be nullified at the time it was played on the turn it
was played
A player can only cast powers on their own turn
'Remains in play' powers need an 'upkeep' paid in their opponents phase. Upkeep
is x, where x is the force cards required to play the power. 'Upkeep' is not playing a power,
and cannot be countered itself (although the 'remains in play' power can be nullified
anyway).

5 Overwatch
At present we have amended Overwatch slightly to last only up to the end of your opponents
movement phase, and as soon as your opponent declares the shooting phase, overwatch is lost. This has
had a very positive effect, adding a better dynamic and adding more of a sense of physical pace to the game
as well as allowing a new set of ruse tactics for players. However it seems necessary to allow overwatch in
the psychic phase as well, given the nature of the motion Psychic Phase 1, if psykers are limited to casting
powers only in their own turn then this motion moves to formalise our existing overwatch amendment.

As more of us now actually do a lot of gaming online, can we get a decent presence together on something
warhammer related, say DoW. A few of us have this but hardly ever play and Mike and I have been getting
a couple of games in recently and it is quite fun.

At present (under an amendment proposed by James Brown), Missile launchers do
not receive a penetration penalty across distance (rules and realism). But Lascannons?
AGM debated, and only applies to the missile launcher weapon.
40k Strategy rating for commander (Andrew Townley), to amend so only top level
commander gets full strategy rating, penalty for lesser commander
Heavy debate, Luke Greensmith argues for lower strategy ratings. May looked
bored. Space Marine list, in particular captain the focus of the problem. Argument for
disallowing one wound characters leading army (Mike Brandon), Andrew Townley argues
for a distinction in levels. 1,000 point armies, champion leader, 2,000 point armies, at least
hero leader, 3,000 point armies mighty heroes, 4000 point armies, mandatory commander
returns. Agreed! ! !
